Development Permit and Land Use Redesignation Applications (“Planning Applications”)

Dalhousie is an Established Community based on the Urban Structure Map of the Calgary Municipal Development Plan (2020) and the area from Shaganappi Trail to 53rd Street, between Crowchild Trail and Dalhousie Drive, is considered a Community Activity Centre. This, and our proximity to the Dalhousie LRT, means that the DCA is regularly circulated on planning applications, principally Development Permit (“DP”) and Land Use Redesignation (“LOC”) applications, for review and/or comment.

In the past, we had posted notice of any planning applications on our website and had made any associated materials, i.e. site plans, renderings, etc., available by appointment for viewing at the Dalhousie Community Center with the instructions that:

Application materials are provided to you for the specific and sole purpose of allowing you to review and comment on the application for a development permit for a proposed project in your area of business/residence. Please note that use of these materials for any other purpose or making further reproduction or distribution of them is strictly prohibited and may constitute an offense under the Copyright Act (Canada).

While we will endeavor to maintain an up-to-date list, with the City moving to make most DP applications available for viewing and commenting online, as well as some of our own resource constraints, we are now encouraging you to visit https://www.calgary.ca/development and click on the link https://developmentmap.calgary.ca/ to view and comment on any DP’s or LOC’s that interest you.

If you have any questions or comments regarding any planning application, or if you would like to provide the DCA your feedback, please reach out to the PD Committee via https://www.dalhousiecalgary.ca/contact/, select Dalhousie CA Planning & Development Committee and fill in and submit your message. If you like, you can also provide a copy of your comments to the PD Committee and our Councillor, Sean Chu at ward04@calgary.ca.

About Development Map

Using Development Map is easy. Simply enter the file number or address of the DP or LOC in the search bar. The map will zoom to the area of interest and provide an “Application Summary” box with a basic overview of the application. Click on the “Details” to get more information about the application, including the status and the name and contact information of the designated City of Calgary File Manager. In many cases, you will also be able to download documents pertaining to the application, including site and block plans, possibly renderings, etc.

Once you have reviewed the documents, you can click on “Share your comments” to provide your comments to the File Manager. You also have the option to upload attachments, i.e. in the event you wanted to provide your comments in a letter or provide other documentation in support of your comments.

Want to see more? Development map allows you to change the background between a basement (basic roads, property lines, etc) and aerial imagery. You can add or remove (depending on your zoom level) various layers, including Land Use Designations (“Zoning”), community boundaries and infrastructure (water, storm and sanitary) and you can even apply status-based filters to the DP’s and LOC’s displayed in a given area.

Notices and Notice Expectations

The Development Permit Public Notice lists develo​pment applications that have been approved by the Development Authority in accordance with The City of Calgary Land Use Bylaw 1P2007. Once a development approval is listed, feedback to the File Manager is no longer accepted and citizens have 21 days to appeal the development permit decision if they wish.

Appeals

Appeals are generally accepted through the Calgary Subdivision and Development Appeal Board (“SDAB”), unless it is related to provincial interests, in which case the appeal is directed to the Land and Property Rights Tribunal (“LPRT”).

The SDAB is a quasi-judicial board established in accordance with the Municipal Government Act and The City of Calgary Bylaw 25P95 (SDAB Bylaw). Appeals can be submitted within the appeal period for:

  • A decision of the Subdivision Authority  concerning a subdivision application.

  • A decision of the Development Authority concerning a development permit application.

  • An enforcement order issued by the Development Authority.
